Scripter Gardner Fox reports writing this story after the stories that appeared in #28 and #29, but had been shoehorned in ahead of them because it dealt in part with handicapped servicemen returning from military service, and DC wanted to get it out as soon as possible. DC had been asked to do such a story by the National Institute for the Handicapped, because war-injured veterans were attempting to re-integrate into society. This issue is mentioned in the 1951 edition of the Encyclopedia Americana, in the section on "comics" (Vol. 7, page 362d, column 1). On-sale date from copyright registration.
